That's a wildly inaccurate statement. There has - as yet - been no scientific study to back the claim that second hand smoke is ten times more deadly in the enclosed space of a car. This is not the same thing at all.

Most policy that quotes "science" usually does so using studies commissioned by those with a vested interest. Cars do not cause greenhouse effects. Smoking does not cause cancer and so on and so forth. Bush refused to sign up to Kyoto because he said the whole world was wrong and he was right. Now do you think that was because he believed everyone was wrong, or because his whole fortune and that of his paymasters, was founded on oil?

There have been plenty of studies on the effects of tobacco on health. It doesn't take a rocket scientist to read the good and the bad and work out the truth yourself.

For the hard of thinking there has even been a pretty decent movie on the subject.

There may have been detrimental effects due to tar residue on the components. It may be that the damned thing stank so badly like an ashtray that fixing it was uncomfortable.

It may also be that Apple found a reason to void warranties that could potentially save them many millions worldwide. In the current financial situation, what do you think is most likely?
