The only people who can propose and vote on any (junior to registered, registered to VIP, and any Staff position) are the Purples, Greens and Reds.

At times, some of us VIPs might send an informal PM to a friend on the Staff, to recommend someone for promotion, but they are under no obligation whatsoever to even acknowledge these PMs, let alone act upon them.
