Just a quick question. If you're looking for audio control, are you really looking for an EQ (Equalizer)? I don't think I know of a good one for Windows but I've been playing with a Linux EQ (its called Pulse Effects) for a while which works pretty well.

If there is a decent EQ for Linux there must be one available for Windows. Maybe somebody else knows of one.
