I shall try and explain this the best I can.

It rather depends what you are looking for and how you post the question, because everything is open to the interpretation of a moderator.

The specific rule is here:
Junior Members are not permitted to request other members to post content.

And I will give you my take on it, another moderator may not necessarilly have exactly the same view.
This is "requesting other members to post content".

Because they haven't explicitly asked anyone to upload anything, that is accepted as being within the rules.

So where you have to be careful is how you ask your question, if it reads as if you are trying to get someone to specifically upload a scene so that you can download it, then your post will be removed.

To give you an example, if you, or any other member, posted a question along the lines of:

I want this vid.
The girl is [Name Here] and I think the scene is called [name here] from the [Name of Site Here]. Here are some pics from the scene.
I've searched the site but i can't find any links to download this scene.

I would consider that to be a "content request" - because although you haven't actually said "will someone upload this for me" the two parts I have underlined make it look as if the intended goal is to get someone to upload it.

And then you have a post like this, which isn't a content request:
