Generally you can get better quality from VHS or DVD. The great thing about old VHS or DVD releases - they're interlaced. It's hard to explain and takes lots of steps, but essentially with interlaced sources you can extract true 60 frames per second from NTSC releases or true 50fps from PAL. Then run it through a program like Topaz AI and you might be able to get a version that looks like it's legit HD. Harder or impossible to do with low quality rips.
