Ordinarily, I'd never make a such a request without supplying a source, but given that you say you already have a lot of twins content, and that I have close to zero experience with SD porn in general, I reckon making an exception may be in order in this case.

I have a question for you all... I am currently working on cleaning up an old Jayden Jaymes scene and the first half of the video is just her walking around in public, a little flashing, etc. Nothing serious. The second half is where all the action is.

The first have of the video (with her just out in public) is total garbage quality. Compression artifacts like crazy and just ugly in general. But the second half, with the action, is much better quality.

In this type of situation I am torn between trying my best to clean up the garbage first half and include it OR simply cutting out the garbage part. I am sure there are people who would want the full original video, and others who dont give a crap about the non-action parts. What would be your preference?

Include the ugly part or cut it out and reduce file size?

^ A good compromise would surely be to work only on the portion(s) that you find worthwhile, and to provide the rest separately, as-is. That way, you're not wasting effort, downloaders aren't forced to waste disk space - and those who want all the footage there was, for OCD-related or whatever other reasons, are happy as well.

In other words, think like the retailers who bundle the main feature with deleted scenes, no matter that the latter may lack post-production but a greater or lesser extent.

And in the exceedingly unlikely event that the quality of the filler material really does greatly matter to someone, they can still come here and request it explicitly, after all!

I guess I know what scene you talking about)) if encoding the whole scene will make 'action scene' worse (because you need to do settings for both part of scene) than i vote for cut it. if it doesnt matter than do not cut it - there are many programms that can easy cut mp4 mkv etc without reencoding

I think editing out the introductory bits (especially when long) is warranted. Especially so with some of those older videos outside that always look rough. I've been using Lossless Cut a ton lately to do exactly that. Really saves a lot of space and is extremely fast/efficient. Sometimes those plot/chat/whatever scenes are half the video, so it really adds up.
