everytime i try to stream webcam it is choppy do i need to download any codecs

You are not getting data fast enough ; or you can't keep up with the data received.

If you needed a codec to display the stream it wouldn't show anything,
If you used a different codec it may reduce the overall data requirements but need a faster computer

If your video is choppy and your device meets the minimum hardware requirements for the webcam then you have a problem with your RAM or your devices processor. It could be something as simple as a build up of electronic dust or something more serious. Make sure that your RAM is seated properly and is not loose. Do a resources check to make sure some App or program is not using your processor when the webcam is running. Sometimes your antivirus program is not compatible with your webcam and you may have to list your webcam as an exemption with your antivirus program.

On the other hand... If your webcam video is grainy you need more lighting.

We are still talking about the under 2ghz cpu with only 4GB of RAM laptop using old wifi hardware?

The bare minimum system requirements from MS for Windows are like 1ghz cpu and 4 GB RAM. So while that hardware meets the specs, it is the bare minimum, and in my experience hardly ever works well. It's just slow.

I'd say that for most people, they would need a 2ghz+ multicore cpu with 8GB of RAM. You can get by with 4GB, especially if you only have a 32bit version of the OS anyway, but whenever the system needs memory and there is no RAM, it uses the HDD (which is a LOT slower than RAM).

If you want to stream at least HD, that hardware it is too low. We did some pc for streaming, at my work, you will need at least a dual core with 2.3GHz and 8GB of ram, for HD streaming, at least 50mb network speed, and only for 1 stream, if you do streaming on multiple places, in same time, will be more hardware need it. Also you need a good webcam...
