In regards to the pornography of fictional characters, are characters that are under 18 and at least above 13 allowed or are they forbidden just like real models?

Though I defer to an Admin, whose word would be final, I would treat your question using Aminé as an example, for lack of a better frame of reference.

If so, the Animé rule covering images would apply to other fictional (or animated characters):

Rule 9 of "Animé rules":

Prohibited:
"images depicting characters under 18 years old..."

My answer, citing the above would be no characters at all under 18 (or appearing to be under 18, at staff discretion), with the key word being "depicting".
