It has nothing to do with Net Neutrality. It means that they have a backbone down somewhere and it hasn't been fixed yet. That's why the trace is timing out. From looking at the trace, it looks like the unet backbone in Europe has a problem somewhere. That's part of the old Worldcom backbone that AT&T bought when Worldcom went kaflooey.

Comcast and Level 3 had the same issue about a month ago.

Today it's working.

I can see pixhost.to hosted images in thumbnails and in full size.

tracert is not timing out.

i have put :
DNS1 : 8.8.8.8 (google)
DNS2 : 208.67.222.222 (open DNS)
