hi, i've occasionally gotten "not avail in your country" on certain vids, but right now my friend is getting it on vids which ARE available.

we just ran some tests -- i on my ISP can play the vids fine; he on his ISP 2 towns over cannot!

what the heck could trigger this??

he checked "whereami" and his DNS shows (correctly) the town he's in. as opposed to anywhere abroad, say....

and yet those errors definitely saying "...in your country".

Is it possible your friend is running some kind of VPN extension on his browser (Browsec, Hola etc), these can route through IP addresses for foreign countries which may 'trick' Youtube. You could always try using a VPN yourself if you still want to watch the Youtube videos.

I would assume "WhereAmI" would then show him in a foreign country?
WhereAmI says that I'm at:

Netherlands

for example and I'm not even in mainland Europe, let alone The Netherlands.

mine showed me exactly where I live. but I used bing maybe it's a google thing :O

When I type "Where Am I" into Google - it shows my correct physical location. Google is pulling location data off my social media account - not my IP Address

However...
when I go to http://whereamirightnow.com/
or http://ctrlq.org/maps/where/

Google thinks I'm somewhere else - because it's using my IP Address which is spoofed by VPN.

Have your friend use the Whereamirightnow.com site to confirm his location
