Suddenly can't access a torrent website

Sorry to keep posting in this thread, but new problems keep popping up. Now I can't access the website even with the VPN. Earlier today they worked, but now the Opera VPN, and the Firefox VPN extensions won't work at all anymore even trying to switch through different country servers. I tried both Urban VPN, and Touch VPN extensions. I know the website is up because I can access it on my phone if I use cellular data, but not when connected to home Wifi. Can an ISP block a website even through a VPN? Would a paid VPN be more reliable? I really don't know what's going on at this point.

im sorry to say this, but i think its time to reset your router to factory settings. if you worry about loosing internet or break your router, then i think its worth the risk. some friends or family can allways help you fix the router again

You didn't mention your ISP name, but ISPs generally do not block traffic.

It's also possible that the site itself has blocked your IP.
