Maybe you downloaded the wrong version of the program? That "universal" bit sounds fishy, as if it's a port or a specially-made version.
To get winrar, visit http://rarlab.com/download.htm And, in section "English WinRAR and RAR release ", go for the latest version, currently it is "WinRAR x86 (32 bit) 6.01" |

Basically reiterating what everyone else has said in one form or another, WinRar is nagware; it'll always work via context menu (right-clicking on a zip-type file). It's good to have around, as it occasionally can repair corrupt files, if there are issues, there are alternatives, including portable options, like PeaZip.
Extracting compressed archives (aka, zip files) is an essential process, so there'll always be free options around, as well as the tried-and-true WinRar, which is what I use.

Before I switched to Linux, I used Unrar, which is still free AFAIK.
