Looking for one (portable preferred, but not a dealbreaker), must be freeware, run on Win10, and handle up to 1:30 running time.

This is what I always used for when I needed to create a quick GIF from a video file, instead of setting up Premiere Pro and do it manually:

I actually have that on my laptop, but it stopped conversions around the 15 second mark. I reinstalled it and it works fine now... maybe the program was corrupted or I had a broken codec... whatever.

I have two options for you LW.

Video to Gif
With this online video converter you can upload your mp4, avi, WebM, flv, wmv and many other popular types of video and rich media files to turn them into high quality animated GIFs. Source video file can be uploaded from your computer or smartphone or fetched from another server by URL.

I use this site too, never tried the other online sites. this one does a fine enough job for me.
