Instagram and Facebook are related. I had a similar issue trying to open an Instagram account. I had to use my Facebook account to get past that cookie screen. I don't remember exactly what I did but I think that I logged into Instragram using my Facebook account and my Instragram account was then automatically created.

This is usually related to browser extensions like adblockers, script blockers or privacy related extensions that directly affect cookie handling, tracking, ...
It could also be network based, like a VPN, which may have similar filters on a network level. There's a certain irony to that. I know it's tough for some people, but the best advice is to not use those sites that easily break like that. They don't deserve you as a user. I know this isn't what you asked about, but if this really is the reason, imagine for a moment what that means. It means that they're doing stuff to you they never should be doing in the first place. In self defense, you block their shit and it breaks their site because apparently they rely on it to work. That says a lot. |

I honestly don't remember exactly how I was able to login and create an Instagram account. (It was when I was using XP.) It may have been from a Google account link to Instagram and then I used "Login to Instagram using Facebook". I do remember that I was asked which of the 2 accounts I wanted to login to Instagram with. Since you are able to login to your Facebook account you should be able to bypass the cookie issue. Both logged in Google and Facebook accounts will pass their cookie to Instagram and you should get a screen asking if you want to login to Instagram with one of these accounts. If you continue to have this issue do a search for "how to login to Instagram with your facebook account".

I find both this, and the fact that the issue doesn't affect Facebook, to be 'slightly odd' - particularly as Nord was suggesting I used it to access Instagram in the first place. Ho Hum.
