As a bare minimum, be sure to include some space blankets, a 7 day course of antibiotics, paracetamol and ibuprofen, a zip-lock plastic bag containing some cotton balls saturated with Vaseline (to use as fire starters), a hi-capacity power pack for your electronic devices + associated cables), a multi-tool (such as a Swiss Army Knife, Leatherman, etc), two changes of underwear + soap for hand washing clothes, a length of paracord, a few hi-energy protein bars, and as large a canteen of water as you can carry, a blow lighter and a can of fuel for it, a USB key loaded with hi-rez scans of all your important documents.

We don't know the reasons for the fire postulated in the OP: it may be that a fire has started in the building due to an electrical fault (in which case one simply evacuates and waits outside for the emergency services to do their thing), or it may instead be due to a total breakdown in law and order, or even war: better be prepared for the worst case scenario were there are no longer a functional Fire Department, police, or emergency medics to rely upon.

This is what a bug-out bag is for: to give you what you need for at least 72 hours to get the fuck out of dodge...
