1. scan each page seperately
2. acceptable formats jpg,gif,tif & pdf
3. each file less than 12Mb
4. total must be less than 40Mb

A fifteen page document with jpg files around 2Mb should be okay?

NO! Each file must be less than 12Mb

Oh yeah, I forgot. I'll split it in 4?
NO! You've tried uploading more than 28Mb

But it says 40Mb... nevermind, I'll reduce the jpg size, print to three pdf's each 7Mb

I have a older computer it is only kinda slow I hate when I have not much running and it is loading x40 it should not take 30 to 45 seconds do not something that takes only 3 to 5 seconds?? Not everyone has $2500 to $3000 spend on I9 with 32gb 3400hmz ram. If I had the money I would get a computer that is 60% faster than this one.

Just put some more RAM, if you can, and put an SSD drive in there, as well.
Even my old 10-years old 17" MacBook Pro and Sony VAIO were getting slow as fuck, regardless of the still strong CPUs. But after I put an SSD drive, everything is definitely way more faster now.

Getting a 500GB SSD drive is very cheap, now, compared to 10 years ago and definitely a worthwhile investment.
You should definitely get one.

My computer has I7 3770 12gb DDR3 1600mhz ram x2 2gb x2 4gb and Seagate 2TB bare bones drive. Today I am a getting Samsung 860 EVO 500gb and 2x 8gb ram sticks I will replace the 2 2gb sticks with the 2 8gb for a total of 24gb ram. I am hoping the computer will run 50% faster with no more bottlenecks.

There's the bottleneck: the HDD, which it may have arrived to its final days.
I would definitely use the 2TB Seagate drive for temporary data/storage only and the SSD drive for the OS and the Apps/Games you normally use.
RAM is important. But the most used component in a PC, along with the CPU, GPU and Audio Card is the drive where the system is installed.
Windows does a lot of memory swapping between RAM and the HDD. Hence why if you have a 5400RPM drive it takes ages to load and complete most tasks.
Once you go either SSD or Flash you'll never go back to mechanical HDDs.
At this age and time most Apps are optimized for SSD drives, from your favorite Internet browser to CAD, video editing/rendering and Photo editing.
You will definitely notice the difference right when you install Windows which, instead of taking 30-60 minutes to install, it will only take 15-20 minutes.
