No idea how you were able to do anything with that file as the quality was so bad. It looks blurry now, but still better than the versions with all those artifacts. Some of these old files it seems impossible to find a better source.

The worse off the file is to start with, the more difficult it is to retain details while cleaning it up. The source for this was particularly bad. I might give it another attempt since I have learned some things recently that may help get a better result.
