That's not an Orwell quote. That quote has been floating around social media recently and has been attributed to Voltaire and Orwell among others.

In reality it originated from a neo-Nazi, white nationalist and Holocaust denier named Kevin Alfred Strom. He first said it in a 1993 radio broadcast and was referring to Jews and non-whites.

Strom confirmed in 2017 that the quote is indeed his:

"So it’s pretty clear, even to my critics, that I came up with the idea and the quote - and Voltaire never did," said Strom in the online post.

Strom said it was "kind of flattering" that his words would be paired with "the name of the man who said such witty things."

As someone who has read and is familiar with both Orwell and Voltaire my BS meter spiked when I read that quote. It's too on the nose.
