Just as Gwynd stated your speed is probably being limited by a really old wireless technology. If you ever want to get the full speed you're paying for you will need to be hard-wired to your router. Even then that laptop will probably be maxed out at 100mpbs because of an old Ethernet port.
That's one thing that makes me mad about these internet providers: they never tell people your hardware must support these super fast speeds they're advertising. I found this out from my time working in a computer store. People would come in complaining they're paying for a certain speed and only getting half of it. Most were using wireless and didn't understand the limitations of wireless technology (thickness of walls, interference, etc.) After asking them a few questions I found out it was usually because their hardware didn't support that speed. Sometimes I found out the provider would talk them into buying a faster package until the person got something they were happy with. For example, they're paying for 50mbps but only getting 20mbps. The provider may talk them into a 100mbps package just to get them closer to the speed they originally wanted.
