But even after booting in Safe Mode, the O.S. requires that you enter the original password. Or you sign from a guest account, but that feature got disabled in several versions of Windows.

Same way as 20 years ago. Download a Linux from CD version and copy to a to a external source. Windows does not encrypt files. It just puts them in secure locations that you cannot access if you boot from Windows.
