Yes: that is a good resource, one of many similar ones that allow a user to to create Gifs from a selection of images, or from a video.

I used to use KMPlayer. It has feature that can capture the video you're playing via the player as frames.http://kmplayer.com/features/features

However, GIF making will need to be done separately.

It's very straight-forward, it supports almost ANY video file and you can select/delete a portion of video you don't want on your final GIF (thanks to the preview window), edit the framerate of the video (so you can choose at what speed/framerate you want your GIF to be displayed at) and it lets you edit GIFs within the program easily, without having to use any other software.
That has always been my personal go-to software whenever I wanted to create a GIF from a movie/music video clip.

One that I use a lot is called GifCam.
Just position the GifCam frame on top of the video, and click record when you find the point you want to start. Stop at anytime and preview the gif you made or save it... simple as that.
