Any idea how I could prevent this flaw?

If I use the NERO viewer the movie runs without this blue stripes.

Yes, VLC is poor,
And im not a fan of codec packs, so id suggest just getting Media Player Classic.
The blue bars appear to be down to the output renderer.

If you use MPC you can change the default renderer to fix that problem easily.just change from VMR9 renderless to VMR7 renderless.reload the file and it will play perfectly

I meant rather than get the codec pack, He should simply grab MPC on its own (IMO)

You could try a differant renderer in VLC, goto settings, goto preferances, click the advanced options at the bottom of the window, goto video, goto output modules, change video output module from default to the others, I'd use the directx and opengl first then the others if they don't work well, and see what works best, while trying these you may get a lockup or crash of vlc, but this is normal as all renderers may not work well on all systems, just restart VLC or reboot windows then restart VLC and try the others, its best to start VLC first, rather than clicking play video with VLC if you have a crash.

If changing the renderers doesn't work, see if VLC is changing the screen resolution, I normaly leave this set to no change as changing resolution can cause problems.

Also if you have changed video cards you may need to reinstall or update directx as it may not be set for the new card.

And you may need to update VLC too.
