I used to use a program called Magix Slideshow Maker 2. It can load both photos and vid clips and makes a video from them. It has a few music file choices but you can also upload your own to the program. Has limited choices in the way the pix/vids change, as in zoom in/out, slide in from one side or the other. Or from Top to bottom or vice versa.

It is an older program, so only has those basics. It has been updated many times over the years, and is a much more complicated, different program now. It was very difficult to find, the last time I hunted for it. So I kept the program file on my external HD. I can upload it here, or send in a PM if you like.
