It must have been ripped that way, and there is probably little that can be done to fix it without a lot of time-consuming work. You could try using A/V tools that will separate the the audio and video tracks, delay (or advance) the audio and then re-mux them, but quite often the synchronization varies, resulting in your fixing one part but making another part worse. I've never had much success trying to adjust the sync in videos.

We have some real VirtualDub experts here, so I'll let them chime in. What seems to work for me:

Open the video in VirtualDub. (You get a warning about the Audio; that's expected)

Strip the audio from the file and reformat it:
Click "Audio->Full Processing Mode"
Click "Audio->Compression..." and select "<No Compression> PCM"
Click "File->Save WAV..." (This creates a PCM audio WAV file; it's big & uncompressed)
Click "Audio->WAV Audio..." and select the WAV file you just made.
Click "Audio->Compression..." and select a compression format. Personally, I use MPEG Layer-3 @ 7KB/s, but I have a limited set of audio codecs.

Now, for THIS video, it looks like the audio's 10 seconds early:
Click "Audio->Interleaving..." and set "Delay audio track by X ms" to 10000.

Since you don't want to mess with the video:
Click "Video->Direct stream copy"

Finally, put it back together:
Click "Save as AVI..." and pick a file name.

Since it's recompressing the audio, it'll take "some" time, maybe 10% of the runtime?

When it's finished, be sure to play the video to make sure the sound and video are okay, before you blow away the original video and the PCM WAV file.

I tend to go through this a lot, because I clip scenes from full movies. If you need virtualdub, do a search over in the discussion forums.
